Combi Boler too much pressure

I have a Sabre 24 Combi Boiler, the pressure is up around 3.5 bar and the relief valve is constanly dripping. Even with the top up pipe disconnected the pressure goes back up to that pressure after it has been bled.

I suspect the heat exchanger, is this fairly easy to replace ? Not very happy as the boiler is less than 3 years old!

Turn off the cold water supply to the boiler and run the heating if the pressure still rises to 3.5 then it's a problem with the pressure vessel.

If the pressure only rises with the cold water to the boiler is turned on then it could the plate heat exchanger is corroded.
