Concrete steps

I live in a flat with quite a few concrete steps up to it. These steps are very slippery when wet or with the recent icy weather. The actual step seems quite small width wise when walking down. Is there a certain width that should be met?

Current standards are for a 280mm step (the going) a lot depends on how long ago your flat was built.
