Concrete surface repair

The concrete apron on my stables is starting to break up , and with the recent freezing conditions, and the use of rock salt to clear the ice it has got worse. The basic structure has started to deterioate and the aggrigate is showing through.
I have in mind a repair which consists of a slurry of sharp sand, cement and a strong PVA mix trowelled onto he cleaned surface and then allowed to cure for about a week.
Do you think it will work?.

I would use a latex self level compound,
