Confusing kitchen sink overflow pipe

Hello, I'm not very handy yet but I'm willing. I've just moved into a new house (new to me not actually new) and the pipework under the kitchen sink keeps leaking from an open pipe that seems to only spew water out when it hits the overflow in the sink (despite there being an overflow pipe connected as expected). If anyone can help me it would save me a lot of stress please! I've attached 2 pictures, one of the sink where the overflow is located, and the other is the set up under the sink (circled the open pipe that spews water not connected to anything). The other pipe is what I've believed to be the waste pipe from the washing machine. Any help gratefully received :)

Hi skills-lie-elsewhere,
The spigot you have highlighted was most likely for a dishwasher. Water comes out of it when your sink overflows because the tappings are on opposite sides of the waste pipe. Find a cap or plug and seal it off.
