Is there any reason why the consumer unit cannot be located in a downstairs Toilet.

Nowt wrong with that as it is not a special location, but position it sensibly IE easily accessible, away from splashing water.

Be quick think it will be a basin and is included in 17th edition not got a copy yet but looking at PDF on changes it may be special location.
