Convert Double Flourescent Fitting to Single Tube Operation

I have just installed a Double Flourescent Fitting to an old friend house.
They have intimated that it is far too bright for them! I removed one of the tubes to reduce the brightness but now it seems to take ages before this single tube "fires up". Is there any way to modify the wiring within this new fitting so as to simulate a single tube fitting that will "fire up" normally.

All depends on type. Some have a capacitor in one lamp to reduce stroboscopic effect. Others have power factor correction capacitors. Plus you have the HF type which may require the second tube to work. Without dismantling to see what method used can't really advise.
