Cool return pipes

Hi, I have a Hideaway 60 boiler fitted 13 years ago, with a Myson Compact CP63 pump fitted 8 years ago. I have 15 radiators on the system. A plumber friend has recently drained the system several times and got rid of the sludge, the water now runs clear. However whilst a one radiator is hot and the return pipe is also hot, most have cool at best return legs and the rads never get really hot. One 'distant' radiator doesn't ever get wam at all now. All radiators have been bled and the system has been balanced. I know the best thing to do would be change the whole system but does anyone have any ideas please? Thanks,
