Cost Effective way to Raise Area for Patio - Concrete?

Any advice on the most cost-effective method for raising an area so a tiled patio can be laid?

The patio area is 11m x 4m and needs to be raised by 30cm (not including the tiles going down), so 13.2m2.

What is the most cost-effective way? Getting concrete or some other aggregate pumped in? (Is there something cheaper than concrete?)

The garden can only be accessed through my flat. The options seem to be:

1) A truck with aggregate/concrete - the hose runs through flat to garden and is pumped in.
2) A load of aggregate/concrete is delivered to outside my flat - we wheel it in... quite difficult have to go up and down a small flight of stairs. But do-able if significantly cheaper including labour.
