Most valves have a manual leaver to set to a bleed position. Often mid way even with non mid way valves.

IS SYSTEM SEALED OR OPEN?

IF OPEN, CHECK SYSTEM IS FULLY PRIMED AND NOT DRAWING IN AIR.

YOU SAY YOU DRAINED SYSTEM, CLEANED AND REFILLED.

DID YOU FIND SLUDGE? AND IF SO, DO YOU THINK YOU GOT IT ALL OUT?

YOU MAY HAVE DISLODGED SOME ONLY FOR IT TO BE MOVED ELSEWHERE!

DID YOU BALANCE THE SYSTEM?

ONLY NOW SHOULD YOU CONSIDER VALVE PROBLEM!

IT MAY WELL BE, BUT FIRST THINGS FIRST!
