Creaking Stairs and no Access Underneath

Good evening everyone,

First time trying to repair stairs so thank you in advance for reading and helping if you can! :)

Bought a house recently, and having creaking stairs. There was a very old carpet on the stairs. We took it off and are finishing to remove the paint.
Now from what I understand and assessed, sone wedges seem to have gone, and therefore the treads and risers are moving easily. Maybe not the case on every step but, as you will see on the pics, it's clear on some of them.
I can't access from underneath unless I remove the board (not sure what it is or how it's attached) in the cabinet.

Any idea on how to proceed? Can I repair without removing the board?
What would you do?
