Damaged cable - common problem

Customer has drilled through cable under plaster in bathroom wall- tripping circuit when light turned on. I have isolated cable and now need to repair
I have Elec experience and qualifications but not yet registered with NIC etc
Questions
To repair ?
1 Dig out plaster and crimp and heat seal individual cables ( if enough room ) Plaster over again
2 Do same and replace cable down to switch
3 Put in Junction box and blank plate over
4 Replace able back to light fitting ( difficult as suspended ceiling not accessible)

NOtifiable or not - not sure about customers reaction to £120 BC fee
Can i use a minor works cert ?
damaged cable in bathroom - switch on other side of wall in kitchen

HI if I got this right then best thing if customer will wear it is to cut in a switch box in b'rm. do joint in there and fit blank plate to box , this will make sure future work in b'rm does not do same agn. as plate should show location of cable.
on reflection can you cut small hole in ceiling above cable & find switch cable, cut & fit to pull switch?
