OK so I have shed sitting on a base of slabs which was fine until the base eventually rotted. So I cut it out and got rid of it as the slabs were underneath however as there is no form of damp proofing under the slabs it gets damp in the winter. Can I put damp proofing ontop of the slabs and then put a screed or some kind of concrete mix ontop, looking for help/ recommendation thanks in advance.
