Daylight Through Roof Vent?

Hi,
In the process of buying a flat in northwest London, 1890 built, 3 storey, I’m looking at top flat. Went and had a look in the attic and saw strong patch of daylight. Went up and there is blue plastic, under that some board and what looks like rope netting has been pulled away with a gap showing daylight. From outside it looks to correspond with an air vent, but someone’s obviously pulled away inner lining of roof to have a look before me. Any advice on whether this is a big deal? I attach a photo of inside and outside, I'm thinking the gap corresponds to the lower circle, but perhaps its actually the upper circle. Appreciate any help or advice anyone can offer, cheers. D
