the damp proof was done 4 weeks ago there are still areas of damp plaster on the walls. The plaster was knocked off about 1m high on the entire lower floor and the walls injected from inside and outside. how long befor the plaster should dry out can I paper over and pait? can I fix scirting on and mount the radiators back on the walls?

I would have thought that the plaster should have dried by now, and am surprised by the damp areas. maybe they are in areas that are poorly ventilated. Try ventilating, by opening windows, when you are there.
You shouldnt paper/ paint until all the plaster is "bright", but you may be able to put skirtings and radiators back.
