Do I Need the Earth Connected for 2 Core Live and Neutral Wire?

Hi, I have a 3 pin plug that is a 3 core wire with L/N & the Earth I am look to use this lead to go to a choc block and then connect to a 2 core L/N wire which then goes to some indoor rope lights. at the plug end should I just disconnect the earth altogether or just run to a blank at the choc block end??

I would run to a blank, mainly as unused cables should be earthed, but can't think off hand a regulation that says you must do it that way.
