dome window in flat roof

We have a plastic dome window skylight in our flat roof, and it has dirt and grime on the inside. Does anyone know, will this have to be replaced of is it possible to open it and close it again?

If you go up on the roof you'll probably find the upper section can be removed. Then you can clean it.
