electric meter

A friend has had her electricity meter condemned following a loss of supply. Am i right in thinking that the supply company has sole responsibility to replace it at their own expense?

If the electricity meter supply company r the ones
condemming the metering equipment , then as the
owners of it , and normaly responsible for metering
then they should replace it , as long as no damage to
it has been possibly caused by the consumer.
If the supply company has not condemmed it , then they
should be informed of the poor condition stated by the third
party ( who did condem it ) in a view to replacing it at
thier expense.
