Well, as far as I know, it is a keyboard problem. I had faced the same problem a few months back. The best solution is to get another keyboard or try your keyboard on another PC.
If this is a Keyboard thing, you will know that by changing the keyboard or by using the same keyboard on another PC.
If you find that other Keyboard is doing the same on your pc, or your keyboard is working fine on other PC, then it is a software thing. Once it is confirmed, that it is a software thing, then you can search for the problem on different anti vrius or anti malware forums to find the best solution.
Or you can re-install your OS as well. But the first thing is to make it sure that it is not a keyboard problem.
If you're getting quote characters instead of @ signs you've probably inadvertently changed your Windows regional settings. So, not the keyboard, in this case.
If Windows 10:
1. Hit 'Start' button and type 'Region & Language Settings'
2. Under 'Preferred languages' ensure that 'English (United Kingdom)' is the default language.
3. Click the 'English (United Kingdom)' panel, then the 'Options' button that appears and verify that 'United Kingdom QWERTY' is listed / the default. Of not, 'Add a keyboard' and select the UK keyboard.
4. Your keyboard should magically be mended!
