Faulty Tempest Pressurised 170L DHW Immersion Heater

I have a Tempest pressurised 170L DHW tank with an immersion heater at the bottom.

The heater stopped working so I removed the Cotherm thermostat. I placed a resistance meter across the immersion element and got a resistance reading of 17 ohms.

I assumed that the element was working so I bought a replacement thermostat and fitted it with no result. There is power to the thermostat and the temperature is set to 4 with a cold tank.

Any ideas.
