Fitting a toilet

I am fitting a new toilet into a waste pipe left by a builder. The waste is slightly higher than the toilet. There are offset waste connectors, but how high is it safe to 'lift' the waste between the toilet and soil pipe?

Just cut the soil pipe down to the right size.
