fitting a towel warmer

Can anyone please tell me if I need to drain the entire central heating system of water to fit a towel warmer.
I want to take out an existing radiator and swap it for one of these new chrome towel warmers, but I presume that I will need to drain first.
Hopefully there is a quicker way !

if you are able just to swap like for like then you should be able to turn down the valves on either side of the radiator but this would be a slim possibilty
you would need to drain the system to allow for the new pipe work to be installed etc
