Fixing Matt Painted Over Silk on Fresh Plaster

hi,
i'm well aware that you shouldn't paint matt over silk but due to a tin switching mishap this has happened. to make matters worse, part of the wall is fresh plaster (skimmed).

anyone know how i fix this?
