Fixing Timber Table top to Steel Runners

I need to fix a 45mm thick pine table top to horizontal 10mm thick steel runners that will run underneath the table top and bend downwards to form the legs. These legs are being hand forged. I’ve been asked to specify the size of holes - which will be at staggered intervals along the horizontal runners - for the fixings. What type of fixing would be best here and what diameter ? This will then determine too, whether or not the holes should be countersunk. Thanks
