forced hot water heating system - oil furnace

What should be done to the system, when the electricity is down and the weather is below freezing? Should the water be draining from the system?

If a wet system cannot be left with power on and the possibility of freezing prevented by a frost stat or leaving the room thermostat set to min and if below zero temperatures are expected, then to prevent serious damage, the system should be entirely drained.
