Help with plastic outside stop tap

Hi could you please have a look at these pictures of my stop tap.
I am fitting a new kitchen and i need to turn the water of so that a can lift the sink unit over the stopcock in the kitchen. But I need to remove the internal stop cock first.
I have tried turning the plastic key by the water metre but it wont budge.
Any ideas.

turn the water off from the external stop valve in the street
this will isolate all water to the house and you can carry out the work safely
