hot water tank

my problem is that my imersion heater has stop working.
i have had an electrition to look at it and he said the element has gone.
i am preparing to drain the tank and i have found it to be empty.
is this right.
when i turn off the water to the immersion no water comes from the hot water tank.
when i turn it back on water flows freely.
am i doing right by replacing the element or shall i get a plumber in.

once the tank is empty you can work onit (turn off the electrical supply)
be carefull when undoing the retaining nut to the element as some times you can cause damage to the copper tank as it is thin at this area and the tank can sometimes implode/buckle around this area
