How to soundproof a floor and a wall cheaply

Basically is there anyway I can soundproof a floor and a wall cheaply? I do not really want to take the carpet away and insulate that way. My dad who owes the house, is hard of hearing and he can not hear my neighbour's tv. He doesn't want the carpet to be taken up. Also is there anything I can buy to find out where a noise is coming from? I mean what direction it is coming from?

The cheapest solution for you would be Rockwool RWA45 for the walls and maybe Profloor Micro Deck for the floor. Will need you to lift the carpet to lay but it carpet go back over it.
