Insulated Plasterboard Over Damp Coming Through Uncapped Chimney

I have a wall which has damp coming through from an uncapped chimney. My builder has suggested removing the plaster (which I agree with) and putting insulated plasterboard over. My concern is that residual damp in the bricks may come through the insulation/plasterboard. The builder reckons not but other builders recommend 'tanking' the wall.

Any thoughts

I would tank the wall ,and use insulated plasterboard kill two birds with one stone so to speak
