Kitchen waste floor level soilpipe

Anyone know if there is a minimum height that a soilpipe end for an kitchen island unit must be off the floor or can it actually be just above floor level?

Generally soil pipes don't enter a room at all except under special circumstances. The pipe can be cut at floor level and capped with a special seal that will allow standard kitchen waste to be connected.
