laying a suspended floor

i have removed a downstairs toilet and coalhouse to extend the kitchen area,the floors were concreate which i have partionally removed,this has left a soiled area.I want to put in a suspended floor, do i have to put air bricks in this area and if so can i remove a damp proof course brick or bricks to do this
