Laying concrete flags on a 6mm limestone screed?

Hi, my name is Jason, a groundworker of 35 years. I need to lay 2x2 concrete flags for a driveway on a sand screed which I cannot do in wet weather. However, I was thinking I could lay them on the 6mm limestone screed used on permeable block pavior driveways. If all the edgings are in place and the ground has been prepped correctly I don’t see how it can move.
What do you think? Nuts right?
