Laying concrete slabs for a driveway

I have to lay 22 600x600x50mm concrete slabs for driveway (2 rows of 11 slabs).
I have a tonne bag of a soft yellow sand (I think its buiding sand) and 2 std bags of cement.
Do I make a dry mix or do I have to mix the two with water to make a mortar bed?
other info:The slabs will be taking the weight of a car. The base is a 3-4inch compacted scalpings (Type1) on top of a damproof plastic sheet.
I need some sound advice this is my first driveway project and I want to do it right. Can some one please help? :)
