laying new floors on old

I am planning to lay a new ceramic floor on a old very solid quarry floor.
I would clean and then seal with neat PVA adhesive and then floor levelling compound . I would then tile with ready mixed floor tile cement . Does that sound OK?

Sounds great Reggie as long as the existing tiles are sound with no movement.
