Lost Water Pressure in Guest Bedroom and Utility Room in Bungalow

My aged mother lives in a 3 bed bungalow. There is a guest bedroom with en suite shower, bath, toilet and basin at one end. The cold water flow is virtually non-existent. The cistern takes forever to fill. Next to it is a little utility room with a sink: no cold water at all there.

The main bathroom is next to the kitchen. When the toilet in there is flushed, there is a groaning noise afterwards (pump?) which goes on for about 10 minutes.

The kitchen tap and outside taps are fine - guess these come off the rising main.

She says these all used to work properly (though she is not very reliable these days). I am thinking that there is an on-demand pump somewhere which isn't working properly and which I need to find so that I can get a plumber out to fix it. I don't understand though why the main toilet brings on the groaning noise (demand?) but the spare bathroom taps don't.
