moving a rad

hi all my freind has asked me if i cud move a radiator from a side wall in his bedroom to under the window which is no problem but on the wall were the radiator is now there is like a black mould along the wall and he thinks that moving the rad to under the window will cure the problem but i think its more a problem with ventalation then were the rad is situated so wud moving the rad make a difference cause i didnt think it wud n if im right theres no point wasting time moving it ? cheers bazza

Yes it's poor ventilation. I'm not convinced moving the rad woukd help.

I would say it was problem with ventilation too.
