NEED HELP WITH A PROBLEM WALL

What can I put on my wall before papering?
My neice has drawn on the plaster wall with felt tip pens and every time I try to paper it the pen stain comes through the wall paper.
HELP PLEASE

See our projects section, removing grafitti. The substance in there will remove pen, crayon, you name it.
