No hot water, no heating

Hi A friends gas central heating/hot water has packed up. No hot water/ No central heating. Standard boiler with expansion vessel system

The expansion vessel pressure had dropped out the green probably due to a small leak, which I found. This has been topped up

The boiler runs for about a minute then cuts out and will only restart after a reset (boiler overheat cutting in?)

The pump seems to be getting extremely hot and the pipes running up to the hot water tank are also heating.

On this type of system when set to hot water is the pump supposed to run or just when set to central heating?

There are 2 actuator valves on the system, one of them appears to be working normally, the other you can just push the lever back and forth with no resistance.
