No Water Flow After Turning Stop Tap On

Hi All - We are completely renovating our kitchen and when removing the old sink we turned off the water while temporally capping the pipes. We had to do this at the stop tap adjacent to the water meter outside as the stop tap inside was seized.

Now we want to turn on the water agan nothing flows through the system. As we have only turned the stop tap at the meter, I assume there is now a fault with meter/stop tap and Seven Trent need to be called out.

The only other thing i can think of is that there is now an air lock in the system preventing the water flow. Could ths be possible and how can it be resolved?

We have a mains pressure, direct hot water cylinder if that helps.

Any information to resolve this problem greatfully received. Cheers.
