Not sure on "no planning permission" for extension size

Hi there, just a little question...

When it comes to a certain size of extension, I understand that if it's under a certain set of dimensions, then I don't need planning, which is fine, but my poser is hight.

My yard is 1m below the house floor (Its actually a little more then a metre, but I'll say a metre to keep it tidy)

So where do I stand on the height dimension if I go down the "no planning permission" route? Does the measurement start from the yard? Or does it start, from say, DPC height, or internal floor height?

If the maximum height is 4m, am I allowed to start from prementioned DPC/Internal floor height, which will make my total extension 5m high, or do I have to use the external height, which, will mean the inside will obviously be 3m from internal floor to finished roof height!

Any advice will be grateful
