Oil fired boiler, is my oil filter fitted correctly?

Trades man fitted oil filter, now it's stopped working, seeking second opinion, new tradesman tells me it's been fitted the wrong way round, if that is the case, how come it continued to work for the past few months.?Anyway, at present, when I flick on the oil form the controller in kitchen, the burner kicks in for 5 secs then cuts out. It's calling for oil but can't get any. The explanation above makes sense I guess, can someone please check,

see attached pics, note the arrows on the filter, should they be pointing opposite direction? The pipe at the bottom of the pic is the one from the tank supplying oil to to the burner.

The arrows represent the direction of flow so if the bottom pipe is the feed pipe, the filter is the wrong way round.
