One bad rad

We have a baseboard type of radiator (it is along the floor, not upright like most others) in our bedroom which is probably the furthest point in the system away from the boiler. Every fall I bleed the radiators in our upstairs and this has resulted in good performance in the past. This year after bleeding the baseboard rad extensively it has not yet heated up. I have drained plenty of water from this rad which tells me there is no air or blockage and I have ensured that the system is properly pressurized with enough water.

What could be happening? How can I fix?
