one radiator not working

have moved into a new house, and the boiler and radiators work fine - bled them all and the heating is good. However, one radiator (in one bedroom) does not heat up at all. Can a radiator be disabled like this? (it's in not the end one, the one in the room past it works fine) And if it has been disabled, how do I just fiddle with the valves and try to reopen them?

Turn both valves anti-clockwise to open them, this will probably mean removing the lockshield valve cover and using a spanner or water pump pliers to open.

If it still doesn't heat, try turning off a few of the other radiators to see if it will push through - if not, the valves may be faulty, airlock or blockage in pipework.
