Painting new Artex

Hi, new to this: recently had old stippled artex kitchen ceiling re-artexed (flat) by tradesman.

When dry, painted first thinned coat - when dry paint lifted. tradesman came back scraped off bad areas & re-artexed.

left to dry several days. rubbed down & re-painted - same problem. Help!

Have you had a look at the DIY Projects are of this site: https://www.diydoctor.org.uk/projects.htm There is a project called "Artex - removing or plastering" that may be of some use to you.
