Pipes under floor are causing worry for Oak flooring fitment

As above , I am fitting an oak floor from my living room , through to my hallway. However , the way the pipes run in my house are such that they have been notched into the top of the joists and therefore I imagine porta-nails would be very close to the pipework.

With this in mind , I would like to glue the boards onto an underlay to create a "floating floor".

I'd just like to confirm that this is possible onto existing floorboards, and a suitable method ?
