I have found a plot of land that I want to buy but I cannot get a mortgage as there is no planning permission on it.
There are a number of other properties in the area and no obvious reasons why it wouldn't get permission.
I heard that I may be able to get a certificate from the local council to say that it probably would get permission if it complied with x, y, z. If I had that I could then get a mortgage, at that point since I now owed the land I could seek detailed planning permission.
Can any one give advice on that, does that sound possible?

You may be able to get your LC to send you a letter saying whether you are likely (or not) to get PP. This will always say that it is an informal view and that a decision will only be made against a particular application.
Your only option is to buy the land (assuming it is being sold without permission and is priced accordingly) and put in an outline application.
