Plumbing job - realistic quote and need for work to be done?

I've installed my vanity unit which works fine. I asked a plumber to come out for their advice on the waste pipe. They told me that the piping would have to change and they've said they'll do it tomorrow.

They want to take the cold, bottom right, and hot, bottom left, and bring the pipes closer to the centre to rise up the wall. They want to have added shut off valves higher up They're then proposing to put the waste pipe higher up and then change the waste water tubing so it all fits together nicely.

My question is, does it need doing? Is 109x2±£23 a realistic amount for the work?
