I'm going to rebuild my pond and was wondering if a frame made out of 4inch x 2inch would be strong enough to support the water.

The frame will be 3 foot high and 8 foot long on each side and will hold about 5000 litres of water

so it's more about containment rather than weight bearing.

you've doubled up the joists and added noggins so looks fairly substantial, i would be inclined to add some strapping at the corners as they are going to be the weakest and most likely failure point.
