Problem window to replace with ventilation

Hi All,

I've got a problem window that I would be grateful if anyone has any constructive ideas on.

Chalet house with a window at the top of the landing overlook. What we want is one that opens for ventilation, as this is the only method to introduce fresh air into the upstairs hall. The window we does open, and its a horrible bodge, opening requires a pole and the latch is always working its way loose because of the way it works.
Does anyone have experience of a similar proble and and solutions?
