There is a whole range of fan-assisted heaters designed for fitting below kitchen base-units. These take their heat from a centrally-heated finned core, and have the option of blowing unheated air. I have seen them recently on a website, illustrated below an office reception counter, but recall kitchen illustrations. I am sure you could mount one flush with your skirting-board, with the heat-exchanger, plumbing, and wiring in the room or cupboard behind.
