RADIATORS wont work - hot water works fine, radators worked

i have a baxi gas fire that i think controls the water and heating. i have a control box on the side of the fire place.
. the water works fine but the radiators wont work at all. i only have radiators downstairs i have tried bleeding them, but to no avail. i have also checked that the thermostat is calling for heat. i have read the other posts about checking the motor but where is it?? the pilot light comes on, on the panel underneath the fire.
when the water and heating are turned on the the top pipes that run along the wall get hot but the one underneath that goes into the floor does not. im not sure how old the system is the fire looks new (i have only recently moved in). when i bought the house the surveyor said the heating system was fine.
please give me any clues on what to do next.
